Every community evolves through changing institutional mechanisms. The purpose of this framework is to identify the mechanisms governing each historical period, the actors who capture value, and the leverage points capable of changing the system.​Leimert Park has undergone multiple institutional transformations over the past century. Rather than viewing these changes as isolated historical events, this framework examines how different institutional mechanisms governed the neighborhood during different periods, who captured value under each regime, and what leverage points produced subsequent transitions.
